KH City to Continue Expanding Parking Facilities, and Improving Public Parking Conditions in 2025

Building on the progress made last year, the Kaohsiung City Transportation Bureau says it will continue to make use of city-owned land – while also cooperating with the National Property Administration and the Ministry of National Defense – to utilize unused national land for the construction of parking lots.

Kaohsiung in home to over 2.7 million people, and roughly one million passenger cars are registered in Taiwan’s largest southern city. Parking issues have long been an issue. In 2024, 16 new off-street public parking lots were completed to help alleviate demand in high-traffic areas make it easier for people to park and take public transport.

Among the 16 places completed in 2024 was the multi-story parking lot attached to the Kaohsiung High School of Technology and Commerce (pictured above). Now in operation for nearly one year, the City says the parking building demonstrates that it’s possible to relieve parking demand and simultaneously promote transfers to public transport, in this case, the Light Rail “Green Line.”

The Bureau pledged to step up repurposing idle city-owned land or other underused public property to increase parking areas in 2025. Private capital will be sought to construct multi-functional multi-story parking lots, using the BOT (Build-Operate-Transfer) or the “bare land lease” method.

Transportation Director Zhang Shujuan lauded the progress made in 2024, saying 1,271 parking spaces for small cars and 469 parking spaces for motorcycles were created.
